Angel Holbrook serves as a Project Manager for the Diggs Group, Inc. and Heritage Realty Services LLC, providing real estate management and consulting services to a large client base, including non-profit and governmental entities, single family home portfolios, multi-family investments, property management, and commercial real estate projects. Ms. Holbrook has dedicated the past 15 years of her career in a variety of real estate fields and functions, specializing in distressed real estate projects in our communities in need of rehabilitation. Ms. Holbrook s Portfolio of assets managed value over 67.2 million from commercial, multi- family, and subsidized housing projects.
Ms. Holbrook has brought positive results to community development projects, increasing property values and quality of life to multiple communities she has managed, as well as the surrounding areas amongst those communities. Ms. Holbrook primary focus is to provide quality living standards to low income communities.
In 2012-3, Ms. Holbrook successfully oversaw property operations of a $19.8 million dollar NSP2 project in Pontiac, MI. The project renovated an 80,000 sq. ft. former department store into a residential community consisting of 46 new upscale urban rental lofts, market, and fitness center. The project was the largest construction investment in downtown Pontiac since the 1970s. Ms. Holbrook also contributed to marketing, community outreach, public and media relations along with pre-leasing activities through high profile media events. Angel worked closely with the land bank and MSHDA concerning tax credit compliance on this project.
Ms. Holbrook was the project and or property manager for multiple real estate investment companies between 2000-2012 with the focused on rehabilitating and maintaining large multifamily apartment complexes. In 2008 through 2012, Ms. Holbrook oversaw the rehabilitation of 44 buildings covering a range of 28.7 acres, valued at $13.8 million consisting of 437 townhomes. Ms. Holbrook’s duties included compliance with HUD occupancy standards to bring non-livable residences to acceptable living standards, obtaining certificates of occupancy, supervising all HUD REAC inspections and closely budgeting materials purchased by 50+ contractors. Angel designed and executed renovation plans, achieved permits and prearranged all materials, deployed and oversaw scheduled teams of contractors and ensured observance with the work schedule deadlines were met and design plans followed. Angel worked closely with brokers during the due diligence and acquisition period to ensure the sale closing. The distressed project achieved stabilization through extensive community outreach, promotional events, working with local government officials, and law enforcement agencies. The community’s successful turn was recognized by the mayor and local media.
Ms. Holbrook was recognized for her ability to exceed operational goals, consistently achieved through enthusiasm, motivation, creating a team atmosphere and demonstrating strong leadership skills. Angel received a director’s award at a Florida management conference for level of capital expenditures in project management in 2011 for overseeing $2.7 million in construction rehabilitation projects. During the project, Ms. Holbrook performed audits and corrections, established policies and procedures to comply with HUD standards resulting in the collection of $715,000 back owed funding from HUD paid for bringing the property to compliance standards. At the completion of the rehabilitation, the project met all HUD compliance standards, resulting in a 10 year contract renewal with Washington.
Angel Holbrook s Rehabilitation and stabilization projects with capital improvements overseen range from 1.5 million dollars in improvements to 23 million this includes new building projects. Ms. Holbrook has participated in renovations of communities to Condominiums, including selling of newly renovated condominiums along with large multi-family apartment buildings. Angel has supported executive management with plans and development of new senior tax credit communities and Implemented marketing outreach plans for pre-leasing of over 700 applicants for multiple projects to comply with HUD expectations. One project included the Coordination and relocation of 200 assisted living contracts during a demolition project with implementing programs for low income families working with the City of Taylor, social services and D.A.R.E.
Ms. Holbrook Started as a Leasing manager directed and trained the leasing sales staff of large apartment communities. Angel provided exceptional service to the community residents, future residents and the corporate management team. Enhancing the quality of life for residents by organizing and promoting community events and parties, respecting the boundaries of confidentiality, fair housing laws and safety Planning. Angel executed on site marketing and advertising directives over multiple communities. Ms. Holbrook’s mentoring and training of sales consultants were supported by tracking of market trends and implementation through outreach and market surveys has contributed too many successful returns for investors.
Angel has a strong background in landlord tenant laws and legal proceedings, documents and process in accordance with State and HUD guidelines. The site project management and supervising contractors with scope of work negotiating bids, and obtaining proposals. The Vendor and contractor communications concerning scheduling, billing, vendor relations and certificates of insurance are always actively maintained, this reflects in community appearances and quality of work. Ms. Holbrook has conducted many project inspections, achieved financial goals, operating the asset in owners’ best interest in accordance with creating Policies and Procedures manuals for the company and employees along with conducting monthly site audits to ensure all policies are followed. Angel takes pride in maintaining accurate records of all transactions.
All projects were successful due to working closely with government officials, local city officials, creating programs for those in needs, making people and communities a first priority. Public relations through local law enforcements teams, social services, community outreach programs for those in need. Angel believes community involvement is crucial to successful projects.
